Scenario:

The House of Representatives, through its Committee on Ethics and Privileges, is conducting an investigation on alleged irregularities in the disbursement of public funds by a government agency. During the course of the legislative inquiry, the said committee issued subpoenas to several public officials to appear and testify before the committee. One of the public officials, however, refused to comply with the subpoena, asserting that the Legislative Department does not have the power to compel him to testify.

1. Discuss the nature and scope of the power of legislative inquiries and oversight functions as provided under the 1987 Philippine Constitution, particularly in relation to the Legislative Department's authority to compel the attendance of witnesses and the production of documents. (10 marks)
