Scenario:

  1. The Commission on Elections (COMELEC) is composed of six members appointed by the President. One of the members, Commissioner A, has been serving in the COMELEC for 10 years. Commissioner A's term is about to expire and he wishes to be reappointed for another term. However, there are concerns raised regarding the qualifications set forth in the Constitution for COMELEC members.
  2. The Commission on Audit (COA) is composed of a Chairperson and two Commissioners. Due to retirement, one of the Commissioners' position in the COA has become vacant. The President is tasked with appointing a new Commissioner to fill the vacancy. A well-respected lawyer, who has been practicing for 25 years and has a reputation for being impartial, applies for the position. However, there are questions raised about the lawyer's qualifications to be appointed as a COA Commissioner.
  3. The Civil Service Commission (CSC) is composed of a Chairperson and two Commissioners, appointed by the President. In a recent appointment of a new Commissioner, concerns were raised regarding the qualifications and eligibility requirements set by the Constitution for CSC Commissioners.
