RULE XXI
FINAL PROVISIONS
Section 1. Repealing Clause. All Department Orders, Circulars and implementing Rules and Regulations inconsistent with these Omnibus Rules and Regulations are hereby repeated or amended accordingly.
Section 2. Effectivity. - The provisions of these Rules and Regulations shall take effect fifteen days (15) after publication in two (2) newspapers of general circulation.
