  1. As soon as it is signed by the President
  2. Upon publication in the Official Gazette or in a newspaper of general circulation
  3. After the lapse of fifteen (15) days following its publication in the Official Gazette or in a newspaper of general circulation
  4. Upon the specified date indicated in the law itself
